			<content:encoded><![CDATA[<p>Tacoma&#8217;s Stadium Business District has announced its support of a future proposed ballot measure which includes an extension of the downtown LINK streetcar. In a letter to Sound Transit officials, business district Chair, Denny Faker, stated, &#8220;It is understood that in order to get out of downtown, any route extension would most likely pass through the Stadium District. We are excited about the prospects this brings as it would connect our goods and services directly with downtown. We see wider benefits too by having the ability for youth attending Stadium High School to have more transportation choices.&#8221; Copies of the letter were sent to Sound Transit, the City of Tacoma, and Tacoma Streetcar.</p>
<p>Last month, two neighborhood councils reaffirmed their support for a city-wide streetcar network and the desire to see a LINK extension on the next Sound Transit Ballot measure. In his letter to Sound Transit, Jonathan Phillips, Chair of the North End Neighborhood Council, wrote, &#8220;With the Failure of Proposition 1, we support Sound Transit placing an intracity streetcar network within the city and believe that this must be in the next Sound Transit proposal with prompt funding.&#8221;</p>
<p>Tacoma Streetcar sent a letter to Sound Transit in early February urging a 2008 ballot measure. In it, Tacoma Streetcar requested that any Sound Transit proposal contain an extension of Tacoma&#8217;s LINK and that it be constructed with an aggressive timeline, as opposed to 25 years as contained in the previous ballot measure which failed.</p>

Further, we ask that extensions be made using &#8220;standard&#8221; streetcar technology (as opposed to light rail) in order to reduce costs and interruption associated with construction.</p>

			<content:encoded><![CDATA[<p>The goal of any city project should be to inspire and unite &#8211; it should represent the people that it serves. The goal of Tacoma Streetcar is to do this while connecting Tacoma&#8217;s communities. There is currently a disconnect between the dozen or so business districts &#8211; a unified streetcar system will help inspire residents to explore their city and discover new neighborhoods.</p>
<p>Within the next few decades, it is expected that several thousand new residents will make Tacoma their home. This and the emphasis to attract outside tourists creates a very real need to create a transportation that will appeal to those that prefer not to ride the bus. With renewed investment occurring in Tacoma&#8217;s neighborhoods, including downtown, it makes sense to create a transportation for sustainable growth.</p>
<p>Many urban planners recognize that the future of a metropolis depends on the vitality of its downtown core and inner city neighborhoods. Let this core – the heart and soul of the entire region – deteriorate, and the metropolitan area is sapped of strength and vigor. This realization has resulted in the “smart growth” concept, which seeks to limit urban sprawl, reduce traffic bottlenecks, and increase mobility in our growing cities. All across North America, historic streetcars are being reintroduced to city streets, offering residents and visitors an additional transportation choice while simultaneously revitalizing communities.<br />
Cities with historic streetcars in operation are Tucson, AZ; San Jose, San Francisco, and San Pedro, CA; Denver, and Fort Collins, CO; Tampa, FL; New Orleans, LA; Lowell, MA; Charlotte, NC; El Reno, OK; Astoria, Lake Oswego, and Portland, OR; Memphis, TN; Dallas and Galveston, TX; Issaquah, Seattle, and Yakima, WA; and Kenosha, WI. In Canada, historic streetcars are found in Kenosha, Vancouver, Edmonton, Nelson, and Whitehorse. Cities with streetcar lines under construction are Little Rock, AR, and Philadelphia, PA. Cities actively planning proposed streetcar systems include San Diego and Sacramento, CA; Colorado Springs, CO; Savannah, GA; Sioux City, IA; Philadelphia, PA; and Fort Worth, TX.</p>

			<content:encoded><![CDATA[<p>As Sound Transit debates a 2008 ballot measure, Tacoma Streetcar has voted to support a ballot measure that includes an intra-city expansion of Tacoma&#8217;s existing downtown LINK streetcar system.We are a local non-profit that advocates for rebuilding an integrated streetcar network in Tacoma. Our goal is to reconnect Tacoma&#8217;s historic neighborhoods, spur economic development within the city, and reduce the community&#8217;s CO2 emissions. Last week the Tacoma Streetcar board unanimously voted to support a Sound Transit plan that aggressively extends the downtown LINK system outwards to other Tacoma neighborhoods. One option the board supports is a LINK extension stretching from Salishan to the Stadium District, and to 6th Avenue. Preliminary studies for these extensions have already been completed by Sound Transit.&#8221;</p>
<p>This is a unique opportunity to implement much overdue investment in Tacoma&#8217;s neighborhoods,&#8221; stated Board President Morgan Alexander. He further asserted &#8220;a Tacoma LINK extension connecting our neighborhoods will give voters the best bang for the buck in our great city.&#8221;</p>
<p>In a <a target="_blank" href="st2008ballot-letter.pdf">letter to Sound Transit</a> officials sent last week, Tacoma Streetcar supported a downtown LINK extension as part of the ballot proposal.</p>

Why do we need streetcars? </strong>Streetcars will provide an important and easy to build connection to regional transit systems and will allow the redevelopment of the mixed-use centers as pedestrian-focused neighborhoods. The streetcar will connect jobs and housing to people; and people to regional transit.</p>
<p><strong>Q. Why can’t we just use more buses? </strong>One of the most compelling reasons to build a streetcar rather than add more buses is because streetcars have been proven to attract economic development and revitalize neighborhoods. Buses are doing a good job moving people through neighborhoods where development has already happened. The streetcar can be a tool to help the development occur. Additionally, buses do not cost much less to operate than streetcars and have other associated costs to them that streetcars do not, such as greenhouse gas emissions and road repair due to wear and tear caused by buses.</p>
<p><strong>Q. How will we pay for it? </strong>While the specifics are still being worked out, most commonly a combination of funds are used including: city, state and Federal grants, private contributions, and Local Improvement Districts (LIDs).</p>

			<content:encoded><![CDATA[<p>CONTEXT: In the early 1900s, streetcars boosted development in Tacoma business districts such as Fern Hill, Proctor, Stadium, and “K” Street. These neighborhoods grew up and flourished because of their streetcar lines, bringing in commerce, a larger labor force and new residents. Today, streetcars reinforce the historic character of older neighborhoods and spark growth for new and existing businesses, making new jobs at all levels accessible to a variety of people.</p>
<p>NEED: A streetcar line will provide an important, easy-to-build connection to regional transit systems, allowing the redevelopment of business districts as pedestrian-focused neighborhoods. Moreover, streetcars will reduce single-occupancy vehicle trips throughout the city. Fewer cars mean less pollution.</p>
<p>PROPOSAL: This proposal is for a fleet of vintage or replica streetcars running throughout the city. The proposed routes would connect with regional light rail, downtown Link, and would connect neighborhoods together in a way that currently does not exist today. Routes could be developed in phases to spread out the cost over time.</p>
